What We Are Looking For:ย
We are seeking aย tech savvyย Product Manager with deep public record dataย expertiseย across commercial real estate to buildย data richย features that power the CoStar platform. You will own the roadmap for publicย recordย searchย productย and public record dataย that powers the CoStar product. Capabilitiesย include dataย ingestion, normalization, linking, quality, andย user-facingย analyticsย working closely with Engineering, Research, Data Operations, Design, and GTM teams. This role will directly support CoStarโs expansion in New Homesย and global expansion.ย ย
This position is located in Richmond, VA and is in office Monday through Friday.ย
RESPONSIBILITIES:ย
Product Strategy & Roadmapย
Define and drive the vision for Public Record data products used across CoStar modules (property, comps, owner/tenant, new construction). Buildย multi-quarterย roadmaps thatย expand product capabilities, deliver new data sets, and unlock new analytics.ย ย
Partner with internal stakeholdersย to deliver outcomesย (Research, Data Ops, Platform/ETL, BI/Analytics, Sales, and Marketing).ย
ย Ability toย translate market needs into prioritized epics and measurable outcomes.ย
Data Ingestion, Quality & Complianceย
Defineย requirements for ingesting public records at scale (recording offices, assessors, permit/plan/exam systems, state portals, bulk vendors), including permits,ย plats, entitlements, certificates of occupancy, assessor/parcel and tax roll data, recorded documents (deeds, liens), and builder filings relevant to new construction.ย
Specify normalization, entity resolution, survivorship, versioning, and data lineage standards; work with engineering to implement monitoring (SLAs, data drift, schema changes) andย ruleย based/ML quality checks (dedupe, outlier detection, referential integrity).ย
New Construction / New Homesย
Define data models and workflows that connect permits and plan reviews โ starts โ stages โ COs โ listings โ sales/closings to deliver lifecycle visibility for subdivisions, phases, lots, and vertical construction across SFR, townhome,ย condo, andย smallย multiย segments.ย ย
Partner with Design to deliver intuitive UX for builders, investors, brokers, and lendersโe.g., pipeline tracking, market share, absorption/velocity, pricing, incentives, and community amenities.ย
Delivery & Executionย
Author crisp PRDs, user stories, acceptance criteria, and data contracts; manage backlog, ceremonies, and release plans.ย
Coordinate with Platform, API, and Search teams to expose public record data safely and performantly for internal and external use cases.ย
Launchย features withย clear success metrics; produce release notes, enablement, and field training in partnership with GTM.ย
Stakeholder & Customer Engagementย
Conduct discovery withย CoStar usersย (owners/investors, lenders, appraisers, brokers, developers/builders) toย validateย problems andย pressureย testย solutions.ย
ย
Basic Qualifications:ย
5+ yearsย of product management (or highly relevant platform/data product role) deliveringย dataย intensiveย products at scale.ย
3+ yearsย working withย public record datasetsย inย commercial realย estateโe.g., assessors/tax, recorder documents,ย permits/inspection/CO data, planning & zoning, land records, and subdivision/plat mapping.ย
Bachelorโs degree from an accredited, not-for-profit, in-person, University or College.ย
Strong technical fluency: data modeling, APIs, event/data pipelines, basics of SQL; comfortable partnering with engineers on schemas, contracts, and SLAs.ย
Clear, concise writing (PRDs, user stories) and strong stakeholder management.ย
Priorย workย in real estate,ย proptech, or public data providers.ย
A track recordย of commitment to prior employers.ย
Preferred Qualifications:ย
Experience aligning public record data with CRE taxonomies (property/parcel, unit/tenant, owner structures) and linkages to listings, comps, and ownership/portfolio modules. (Owner/portfolio context aligns with internal playbooks.)ย ย ย
Familiarity with entity resolution/ID graph design, geospatial concepts (parcel/lot, subdivision/phase), and address normalization.ย
Background integratingย third-partyย providersย and working with jurisdictional variability, FOIA/open data processes, data usage rights, and PII governance.ย
Experience in analytics/ML features (dedupe/merge, classification, extraction, confidence scoring).ย
Demonstrated experience withย new construction / newย homesย data and workflows (from permit through CO and sale/closing) and how they connect to inventory, listings, and comps.ย
